Panorama Research Institute follows a phased development approach, building institutional capacity progressively while maintaining high standards of academic quality and governance. The roadmap below outlines the key milestones, priorities, and expected outputs for each phase.

Establish the Institute's governance framework, charter, and core policies
Launch the Institute's public website and digital presence
Establish three initial research centers: Scholarly Publishing Studies, Scholarly Indexing and Evaluation, and Policy and Social Research
Complete development of the POSI database and prepare it for official launch
Initiate the Fifteenth Five-Year Plan Studies Project
Recruit initial research fellows and visiting scholars
Publish the inaugural set of working papers
Launch the Institute's collaboration and fellowship application processes
